Yes, quite true. After 4th Nephi.

Everything before 4th Nephi has the Lamanites as a generally distinct racial group, set apart by their divinely bestowed dusky hue. Even with the addition of the Priests of King Noah and several other evil doers, and the reverse direction of the Anti-Nephi-Lehi's and other dissenters and converts to the Church the racial differences are stark and clear, until after the people are united after Christ's appearance.

The Mulekites and other peoples who joined the Nephites are described by the Nephites as being like them. So the racial distinctions still apply.

It's at that point, about 300 years later, that 'the followers of god are called Nephites' and the others are called Lamanites

4 Nephi 1:20

It seems he's saying that there are no LDS statements of what amounts to a LGT?

If I recall correctly, the possibility of an LGT has become official LDS doctrine with Sorenson's two-parter in the Ensign back in the 80's. The Book of Mormon itself seems to imply an LGT with things like travel time and the years of wandering of Moroni with the Book of Mormon plates as opposed to those records remaining in the orignial Cumorah (Mormon 6:6) after the last big battle.
