Was it Parly Pratt who made the statement that "it will be a war of extermination between them and us" in letting folks know God gave the Saints the Jackson county area of Missouri and all who did not convert would be driven out or die?
Is this(no matter who it was who said it initially) where Gov. Boggs got the idea of 'the extermination order'?

Uh... you put it in quotes and don't have who said it?
But to help you, this sounds like something Rigdon may have said in I think the Salt Sermon. Not sure though.

Yep, that was it. The "Salt Sermon" was delivered on July 4th. Things might have blown over were it not for the fact that Smith had the sermon published and distributed to other Mormons in pamphlet fashion.

No. He only got that idea after the Mormon depradations following the Battle of Crooked River.
