who pre-screens talks before general conference?

who inspects the flow of the talks before hand and who edits the talks before the conference ensign?
i remember a talk given by dallin h. oaks in conference of 2008. he made a statement to the effect of "it is the duty of those that know to look after those that don't." it was left out of the ensign.

Who exactly? Or by whose authority?
They change entire talks, even reshoot the video. It doesn't matter what is said; what matters is what is written.
