I'm just checking in to offer my emotional support and prayers, as I know what you and your brother are going through. My mom wasn't that bad, but it was still hellish.
You've gotten some excellent advice here, I hope that the resources given you will pan out for both you and your brother. And I hope and pray that nothing else happens.

Update as of 25 minutes ago:
I've spent all day filling out papers, forms and sitting in courts. I was sent to the 4th district court in Provo and went through the entire process only to find out that I would have to go the juvenile court in Springville.
Head down there (I'm now late for work by 20 minutes) spend an hour filling out paperwork and forms. . . and then I sit on my ass until about 30 minutes ago when I was called in and informed that I was given temporary custody of Ben.
I'm at work now, and it isn't official until the police server my mother with the papers. . . but I'm headed to Grantsville tomorrow at 7 am to meet with the Police and have them escort Ben and I off her property with all of his belongings.
Someone from the old ward is a family lawyer and she was personally involved with my brother back when this stuff was all happening. . . and she has offered us her complete assistance for no charge.
So, I've got a lawyer, I've got temporary custody, I've got CPS and DCFS gathering evidence and I've got a court date for January 2.
Anyways, I'm at work and I've got some customers to call back. . . so I'll be back later.

Let a psychiatrist make that detemination. It looks to me that according to your above comments, you made all the right moves to secure your brother's safety. I know that the wheels turn slowly but you did yourself proud today!
