It's closer to 100,000 than to zero. So if the question was, "Rounding to the nearest hundred-thousands, how many missionaries do you predict?" Then Holland's answer would have been absolutely the correct prediction.

Let me come to Elder Holland's defence for a moment.
He might well have been shown projections showing a steady increase in missionary numbers that reached 100,000 by 2019.
Instead of Holland getting things wrong, this might be a case of Church minions either being incompetent or lacking the minerals to give the Brethren bad news. Imagine being in a position of Church employment and having to show President Monson that his signature revelation was simply a blip. How would Monson have reacted to being told that his big announcement was going to have little to no lasting impact?
The Church Administration Building might well be staffed with people simply telling the Brethren what they think they want to hear. Which paid Church mandarin is going to be brave enough to tell a sitting President that their divinely guided revelation/policy/decision might not be quite right. I can very well believe the Church is operated day to day by a lot "Yes" men and women keen to keep hold of their jobs and not be seen as disloyal or anti-mormon. It would explain a lot.
In fact, when you look at who gets appointed to the 70 and the Q12, it's the "Yes" men not the radicals or the people who challenge the current way of thinking. Look what happened when Uchtdorf started to stray slightly off the party line, he was censured, demoted and given responsibility for a failing programme. If an organisation rewards "Yes" men and women, whilst punishing those that challenge (and who can argue that isn't exactly what the Church institution does at every level?), then you end up going nowhere. Which is perhaps why the Church is 50 years behind in societal development and is always playing catch up rather than leading the way.

IHAQ makes some excellent points. I would presume all authoritarian organizations have similar problems.
