It depends. If you use the word "the" before the word "mods," then "mods" is
not capitalized. (In practice, however, since "mods" is neither a proper noun nor a term of familiarity, 99.9% of the time you wouldn't capitalize the word "mods" anyway, even if you
didn't use the word "the" before it.)

Actually, you're still incorrect. In that case, it would be "the Mod
s' mental illness," since during a plural possessive construction the apostrophe comes
after the "s."
