The health system in Ireland is set up so that people who genuinely cannot afford hospital treatments can receive them for free. Putting that to one side, his Church has a system in place to help members such as Robert. First the Church expects him and his family to do all they can to be self reliant, but if that is insufficient the Church can step in and help.
So either he hasn’t asked his Bishop for help, or he has and the Bishop hasn’t seemed his case worthy for support for whatever reason.
