I agree with the entire statement with the exception of the last sentence. Although, I would add that doing nothing also involves risk. The marginal cost of increased safety can exceed its marginal benefit. But you have to do the math and show your work. Simply hand waving why the safety regulations exist doesn’t cut it.

I have to agree that the last sentence of the quote is what made the quote so appalling, but most engineers whose comments I have seen on the internet agree that Richard Rush settled for a much lower margin of safety than he should have and his design was not adequately tested.
