A divided Supreme Court rejected the Trump administration’s request to keep billions of dollars in foreign aid approved by Congress frozen. However, the court did not immediately say when the money must be released, allowing the White House to continue to dispute the issue in lower courts. The ruling was 5-4.

I think the frozen foreign aid should be converted to American aid and subsequently unfrozen.
Would this be a better solution for the taxpayers who generated the money?
If people want to redirect aid to Americans, that should be done constitutionally. According to the US Constitution, Congress has the power of the purse. The president does not. So, Americans can elect senators and representatives who redirect that money to American aid in the next election, if Congress does not do "what they want" before the next election.
