Actually, CBP was attending to arrest a suspected illegal immigrant across the street from where Alex was killed. The suspect had fled inside a building and the door had been locked. ICE officers are not law enforcement they are paid thugs many of whom were pardoned by Trump during the failed Jan 6th insurrection but their jurisdiction is confined strictly to immigration related matters. The incident started when an agent inexplicably tried to knock a woman to the ground. There is no indication that the agent was trying to take her into custody. She managed to retain her footing and ran to the sidewalk and stopped. The agent then ran after and, again, violently knocked her to the ground. Alex bent down to help her up. As far as I can tell, there were no verbal instructions given to Alex. Even if there were, he was given no chance to comply. There is no evidence that Alex was disobeying commands or interfering with an arrest or detainment.
Alex was immediately gang tackled by several agents and sprayed in the face with pepper spray. At that point, he presented no physical danger whatsoever. Agents found a gun in a holster or in his waistband (not sure which) and took it. There’s was no justification for using deadly force.

ETA CBP even lied about their suspect, saying he was a dangerous criminal. Either the city or the state posted a correction stating that they had no record of the suspect being charged with a crime. He did have a couple of 10 year old traffic violations.
