YES - in the sense that, assuming he had no material help by anybody else who was aware of his plan, he is indeed the only person who will have to face charges for the killing of these people.

That is of course guaranteed under the first Amendment to the Constitution - and that fact is not under dispute.
However the fact that people cannot be prosecuted at law in the US for repeatedly encouraging hatred and fear of Jews online, and posting fantasies of violent action against them, in no way relieves them of their share of moral responsibility when a crazy gun-slinging guy is thereby hyped up to go out and actually kill some Jews.
