I agree — lack of education likely had an effect. But the notion that whites can’t be the target of racism want something she just made up. The idea is that racism against Jews can only come from a race that is higher on the totem pole. This is why the mainstream media only covers antisemitism when it's poor white trash with swastikas tatooed on their face. If Ilhan Omar spouts the same antisemitic rhetoric, it's not considered racism because she's from a race that is lower on the totem pole than a Jew. It doesn't matter that from a standpoint of capacity to do harm a sitting US senator has far more capacity to do so than 20 undereducated and underemployed white men "peacefully" assembling in Tampa Bay.

I have to say that, given the history of black people in America, it is not surprising that a black person might think that way. She was wrong, of course, and also ignorant of Nazi racist notions about the Jews as an inferior race. But I think that she was ignorant rather than malicious, and I doubt very much whether her careless statement had anything whatsoever to do with something as highfalutin' as a 'theory' of any kind, whether 'critical' or otherwise.
