As I understand it, Canada doesn't have the equivalent of Washington, D.C., which is a special government entity subject to direct control by the federal government. Ottawa is a "first-tier" city, meaning that it doesn't answer to a county government or other political subdivision within the province of Ontario. It has its own police force, the Ottawa Police Service (OPS). The province also has a police force, the Ontario Provincial Police (OPP). The national government has the Royal Canadian Mounted Police (RCMP or "Mounties")
Although the capital of Canada is located in Ottawa, the OPS has jurisdiction over the streets surrounding the Capital. The protest was the Chief's responsibility to handle. He didn't. He let what he initially described as a protest that would last three days and not completely obstruct traffic into a obstruction around the capital that has festered for over three weeks and spread to border crossings across the country. He failed to take care of a situation within his core responsibilities as the chief law enforcement officer of the City. As a result of his failure, both the provincial and the national police have had to step in to do his job. He did the right thing by resigning.
Keep in mind, the Province is government by conservatives, under Ford, and the Nation by liberals, under Trudeau. Their respective police forces jointly agreed to step in and do the local police department's job.
Should more folks resign? Maybe. Will they? Who knows? But one thing I know is that rebelnews.com will continue to do is to try and fan this temper tantrum by a tiny minority of Canadians into a revolution. They are the force behind the protests, right?
