They’ll try, absolutely. Hence my mention of Miller. But with how the courts have tended to delay or strike down a lot of efforts at short-circuiting the immigration system, I’d expect that Trump will run into headwinds and then prefer to abandon the effort while blaming it on any number of other folks/entities.
