I don't think it's that he's actually thinking so much as reacting. And his reaction is typically: destroy. The thing is that he knows he doesn't have to do the dirty work himself, his psychophants will do it for him. in my opinion the last thing this country needs is a hair trigger reaction to anything involving government, foreign affairs nor should he ever come in close proximity of the nuclear football.

If I didn't know better I'd say he's trying to sabotage himself. But I don't think that's the case.
