The idea is to draw in attention to the ads for using Nazi symbolism about jailing political opponents to get free media amplification while retaining a trollish plausible deniability to paint critics as paranoid. Fans who know what is going on can either like it for being a literal Nazi reference or because it makes them revel in "ain't I a stinker?" posturing. It's basically an iteration of the "Ok" symbol.

The damage control version of this is already out, and it's a claim that he was just joking. And he was joking, but not in the way this defense of him requires. It's in the same genre of his disinfectants to treat COVID comments being sarcasm. There's no way you can watch that and think that's how joking works, but there's enough to people who don't mind the lie or believe the lie, including people in the press, that he probably can limp through it.

With 120,000+ deaths and rising, the election is coming up in just 4.5 months. If he keeps ignoring COVID he has to know that 200,000 + deaths isn't going to go over well with American families, many of whom were supporting Trump or were independents.
A month ago I saw Trump supporters online trying to congratulate Trump's "leadership" for the reason why we don't already have a million dead. So, what is the argument that he actually did anything? The only thing he did was create a COVID task force, but they haven't been aloud to speak to the media in over a month now. His team came up with an Open America plan with criterion to meet, but then he ignored it and didn't hold any states accountable if they opened without meeting those requirements.
And now here he is lying about how COVID is dying down when the most infected states are all Red States, with the exception of California. The states he used to mock, like NY and New Jersey, have all flattened the curve.
He's already screwed the pooch on going all in for hydroxychloroquine, and now he's just going flat out denier that COVID is even a problem anymore.

As for Trump's comments, I think he treats rallies like therapy sessions with his people. Dude went on forever about this ability to drink a cup of water normally then demonstrated by appearing to concentrate really hard on drinking a cup of water like a normal person to rowdy cheers. What in the hell was that? This is a campaign rally? But once you see this in the lens of a narcissism exercise with a willing audience, it makes more sense.

From what I've heard, Trump can also walk and chew gum at the same time - so long as the path is quite level, of course. But even better, I have it on the best authority that Vice-President Pence can simultaneously pat the top of his head and rub his belly in a circular motion.
