First he started a trade war with China, which the federal reserve estimated wiped out 1.7 trillion in market cap, Jerome lowered rates to offset potential damage of the trade war, which would add some bubble to the stock market as an offset. As Trump noticed the stock market going unhooked in response, he pressured Jerome to lower rates more, why not keep going and take credit? Of course, lowering rates is also inflationary. Once Covid hit, there was the shutdowns, but it was shutdowns on top of supply slashes from the trade war, which aggravated the inevitable price spikes from shutdowns. Less stuff produced, thanks to Trump personally, shutdowns thanks to Covid, and loose money thanks to both sides, with Trump signing his name to the stimulus checks. Lots of money chasing much much fewer goods.

So why even consider so much stimulus? Well, it obviously overshot, but, deflation is generally considered a worse problem. Inflation (supposedly) stimulates spending because money is losing value, spending means the economy moves, even if it moves at higher prices. Deflation leads to hoarding. If money is increasing in value, why spend it? Hold out and let its value increase. Well, no spending means the economy doesn't move.
