If they're reduced to using Ukrainian civilian cellular service then they're in sore straits for communications as well. I'd be surprised if it were the generals using cell phones, though. If anyone has working radios, they will.
Even if lower-ranking officers are somehow using phones, I'd be really surprised if they were using voice calls that could identify them as Russian officers rather than encrypted text messages. And you can't afford to send a sniper after every source of an encrypted text. It takes a sniper quite a while to get into position, moving stealthily and all; by the time the sniper is there, the officer with the phone is too likely to be long gone.
So I suspect the picking off cell phones story may be unfounded rumor. A sniper has to see the target to shoot it, anyway. I expect they just shoot anyone they see who looks like an enemy leader.

When you read that it says a NYT report suggests that the generals are being force to use unsecure forms of communication and that is why at least one of them was killed. If you peruse that same website, it has a list of the 5 generals killed and the reported circumstances of their deaths.
I'm sure you can google for more of the same.

Given that part of the war is a war of information, and that the US is involved in the war through its support of Ukraine, I think we need lots of salt.

For electronics, computers, chip fabrication and chips themselves, Russia is a hiccup on the global market. Cutting off Russia during supply-chain shortages means next to nothing, because for a lot of products there are more buyers than sellers right now.
In the next weeks and months Russians will find out how much of their economy was built on foreign technology, and what the rapid withdrawal of technological support will mean for their private sector. We live in the information age. The processing and transmission of data are essential for the running of most modern businesses. So businesses dependent upon sanctioned technology are going have to find replacements. NOW. It will cost money to make that transition.
But to prop up the value of the ruble, interest rates are now at 20%. How many businesses can afford to borrow at 20% in a rapidly shrinking economy?
This is a war of attrition on many fronts.

I read that Russia has cut off communications with the US. I hope this does not mean an escalation is imminent.

I can't stop watching them. If you go back in time, you can see clearly how outspoken the people were before the war in Ukraine.
Here is today's installment. Watch the older woman and what she says. She knows exactly what is going on and why it is going on (the minister in the Kremlin who has sat on the throne too long and gone mad), as do many that are interviewed. They are getting information somehow. And then there are some who are clearly afraid to speak so they use wiggle words to express themselves or make light of the situation and many in other videos who repeatedly say they are neutral when you know good and well they likely are not.
