Why all the empty doc covers though? That is a question.....

There are many possible explanations, including that Trump never really thought he'd have to leave the White House, and so at the end stuff was just being willy nilly swept off desks and out of drawers and thrown into boxes. Worst case would include that the documents were in the folders when the box was packed, but are now missing. Or that they were removed for copying.
If I understand things correctly, there are records kept of which documents are classified. So, the archivist or anyone else should be able to determine whether all classified documents are accounted for.

Even the swept up and accidentally taken doesn’t survive being asked for and getting a subpoena for them. His lawyer signed an affidavit and went on the news saying she searched everywhere and got everything. So either she lied, or Trump purposefully held them back. Both are very bad news for the two of them.
