To help with priority number 2 and 3, what about a mother child day group thing. Where your children spend time with other children and your wife will get to meet people that have something in common and some real communication with real people.
You could just say, I have enrolled the kids into this thing, I would like that you take them there. Or something like that. She might not like it at first but chances are she will meet someone she will get on with and then she will love it. Then she might have motivation to clean if she thought she could have some friends by, say some friends she meets at these kinda groups. She wouldn't want them to come into an unclean house. Also she would feel happier getting out and so that will give more motivation.
Also, do you ever get a babysitter and go on dates? Anything to get her out of the house and meet new people.
How bad is this?

I like the idea of going to the store and loading up on cleaning supplies. Bring them all home, and as you take them from their sacks, explain the use and purpose of each one. Then last of all you take out your new hammer, and as she says "whats that for ?" you say "this" and you slam it through the monitor.
