No, he doesn't have the authority which is why Trump never did it when he was President. Biden is being the good President here by following the guidance of legal counsel on this who tell him it is best to have explicit powers granted to him by Congress to stay in line with the Constitution, and I already showed you where one Republican said Trump tried to have those same powers given to him.
