Trump barks that he doesn't like memoranda of understanding "because they don't mean anything," they're just memoranda. His trade chief tries to explain to him that it's just a technical term for a contract, so Trump barks back that he disagrees and that he doesn't want an MOU with China, he wants a contract. His trade chief explains that they're dropping the term MOU and just referring to trade agreements. Everyone laughs at our president because he's too stupid and obstinate to reason with. What a disgraceful excuse for a president.

Robert Lighthizer said a document will be called a “trade agreement” because “memorandum of understanding” didn’t track for Trump.

Watching the video makes clear Trump's limited understanding. It even drew a few chuckles from the Chinese representatives.
