It's "toe" not "tow."
Since Keystone has no relevance and didn't have a prayer of cutting gasoline costs, it is no wonder the Energy Secretary didn't mention this useless Right Wing talking point.

Thanks for correcting this.
For the confused, the expression refer to barefoot sailors in the days of sail lining up on deck for an inspection by an officer. They are told to stand so that their toes just contact a line of caulking between two stated planks on the deck. Hence the bosun yells at them "toe the line, there!" to get them to form an orderly rank.
