This made no sense to me then I found another quote from Bill in which he explains himself. He is speaking of transexual individuals.
I think if one considered all of the millions of people who vote Democrat perhaps one out of each 100 thousand has such aims. Likely as many Republicans.
What I imagine may explain Bill's understanding is that Fox or a similar outlet may have found one of those one in 100 thousand individuals and did a story on them. Having horrified the audience with this individuals views the clip would then show black and white pictures of a tired Biden with a voice over saying, "controlled by the dark powers in the Democratic party," with music from the shower scene in Psycho.
