Ask yourself, where is the need of salvation without Satan? Where is the need of the Flood without the violent people? Where is the need of the Exodus without Pharaoh? Where is the crucifixion without the Romans and Pilate? God certainly has a plan, however; that never excuses the evil people do simply because such is turned around by God for His glory. God used Judas unawares, by allowing Judas' greed and selfish blind ambition to follow its "natural" course. Now, I do believe that Jesus would have forgiven Judas, had he asked for it ---- as Peter asked for forgiveness for denying Jesus. But if Peter had killed himself, he would be in the same boat as Judas.
