OK, so you've stopped trying to compare the government of a sovereign state to a household. Now you think it may be like a business.
Sorry, but a household and a business resemble each other much more than either of them resembles a sovereign state. And the basic difference is that a sovereign state can issue debt in the form of treasury securities. A household can't do that, and nor can a business.
