Eeking back out on the limb here and then I have to go. I think it's a full on set up and I think he knew he was going to do this. Reasons--he said months and months ago that the military could build the wall. I believe I linked to that statement on a thread. I think he's had this in his back pocket for a while now.

He hopes that Democrats will acquiesce to his demands, they don't, he paves the way by putting the national emergency bug in the public ear (gins up his base), hot foots it down to the border to return to say it's a 'total disaster' or 'who knew it could be this bad?' and declares the state of emergency and puts the thing behind him.

Washington (CNN)White House economic adviser Kevin Hassett said furloughed federal workers who are not getting paid during the partial government shutdown are "better off" because they didn't have to use vacation days.

"Huge share of government workers were going to take vacation days, say between Christmas and New Year's. And then we have a shutdown and so they can't go to work, and so then they have the vacation but they don't have to use their vacation days," Hassett told PBS during an appearance on "NewsHour."
