Do you have a link to the text of the proposed rule? The actual parliamentary rule that is important is whether the motion to vacate the chair is "privileged." Currently, only a motion to vacate brought by a party leader or a majority of a party is privileged. But there is no limitation based on party. So, a motion by 5 Relief Society to vacate the chair would be privileged, but the same motion by Ds requires that it be brought by the party leader or a majority of the D caucus.(c) RESOLUTION DECLARING THE OFFICE OF
2 SPEAKER VACANT.—During the One Hundred Eighteenth
3 Congress, clause 2(a)(3) of rule IX shall not apply to any
4 resolution causing a vacancy in the Office of Speaker that
5 is offered by a Member of the majority party caucus or

McCarthy's concession to the Freedom Caucus to eliminate the House Ethics Committee seems wrong on many levels. I would say based on Republican behavior we need it more than ever.
