Some seem to have a different definition of conspiracy. In this case it appears to be an unflinching and unflattering discussion of the opposition’s publicly stated plans that involves predicting what their execution might look like.

Though, in this case, the publicly stated plans are not exactly the plans stated publicy and they are not the plans of the opposition. On the other hand, you are correct that it just fodder for predicting what something may look like which is a hypothetical that can't be disproven which is a theory and a conspiracy all in one.
