huh? now your posts seem drunk. Church policies do not have to be "doctrinal"....perhaps you are confused....however, ironically, common consent has occurred on each policy.

And if it was never presented as such then you have just moved the problem to when it was part of the canon. So if you are correct then why was it accepted as part of the canon without being presented? Either way it didn't follow the method you describe and yet was part of the canon.
