To raise money would be the likely answer. If the attempt to sell the copyright had been successful, wouldn't Joseph Smith have lost control over how the book was used?

Canadian Copyrights

While he might have lost the ability to publish the book in Canada, he wouldn't have lost the ability to sell the book there or even in publish/sell the book in the United States. During this period of time, the United States refused to recognize any foreign copyright. And while in Canada, publishers had to pay certain fees to copyright holders, they often did not publish much written material there for popular consumption, as the US was simply smuggling in books that could be sold at prices that undercut the Canadian market - furthermore, the customs officials tended to ignore these kinds of imports (for a variety of reasons), even after laws were passed attempting to respond to US copyright practices.
