This implies a rather non-commital sort of allegience to the church, so I, as a devout LDS female did not vote.

I think he/she means you're one of the following: LDS, partly LDS, or LDS with a couple issues - In other words, on a scale of 1 to 10 where 10 is the 'ultimate TBM', this choice includes 7 through 10.

That's how I read it.
