I work for a small company and as the saying goes at the office, one office, two locations. It is understood and If I recall correctly, I even signed a paper saying I understood that employment there was considered at will. In other words, they could let you go or you could quit immediately with either party having to give a reason. In the few years I've worked there, I've enjoyed certain benefits such as being allowed to use the internet on breaks or if I got to work early could use it until it was time for my workday to begin. Other things such as having a set number of sick days without having to accrue these days and being allowed to carry them over from one year to the next. The people in my location and most of the others in the other location have adhered to the rules and not abused the priviledges we've been given. Over the past few years, there have been a couple of people who blatantly abused these priviledges without consequence. While I do consider many of the benefits benefits and/or priviledges and certainly that the owner of the company can do as he wishes, I feel that those in our office who have complied with the rules and literally find work to do when things are slow are being penalized for the blatant misuse of these benefits/priviledges.
I believe that there is somewhat of an open door policy in discussing matters with the office mgr. and/or company owner without conflict. Would it be reasonable for me to voice my opinion that I feel those who do a good job are being penalized for the actions of others?
Now let me vent just a bit and I'd never say this to my employer, but you'd think they were addressing union employees rather than employess that work under this at will employment agreement. Grrrr!

Don't keep us in suspense. In what way are you being penalized?

Yeah, I'm kind of confused on that point as well. Did they take away Internet rights for everyone because of the few that were abusing it?
Are you having to pick up the slack for these workers because they are not shouldering their share?

Well, sort of. Really, the new policy doesn't affect me although I'm allowed to go beyond the restrictive new rules as far as internet goes. I don't want to say too much on here, but I've learned that some pretty bad stuff has been happening, perhaps even breaking some laws. Have no details except that a new policy memo came across alluding to some of the things that have apparently been happening.

No, thank the Lord.
I just had to vent when I posted the OP. Sorry I'm not posting more information, but probably best I don't.
