Don't confuse "games of chance" with "gambling".
Poker is verboten because of the wagering involved. And at higher (and riskier) levels of play, the large sums of money that can be won or lost. It also follows the tradition of the Church outlawing activities for which moderation can be appropriately applied, but for which some percentage of the population is susceptible to compulsion and irresponsible behavior.
To be totally clear, the Church should probably come out against gambling, wagering and betting. But I think it's pretty well understood what is being counseled against.
