Does the LDS teach that all other Churches are Satanic ?

The church today tends not to think that way, but back then Joseph and many others viewed it this way. The church of the devil you are thinking about does not come from the FV, although it is very harsh on all other religions, but the Book of Mormon which states very clearly there are only two church's. One the church of the lamb of God and the other the church of the devil. If you don't belong to the church of the Lamb of God then you belong to the church of the devil. It's basically "If you are not with us you are against us" Thinking.

Yes. It's JS-H 1:19 that really slams it home for standard Protestants and even Catholics as far as the Book of Mormon church of the Devil is concerned. As you stated, it's not that they worship or follow Satan directly. It's that their teachings, requirements, and heavenly authority (being nonexistent) are not sufficient or correct for eternal life, therefore they accomplish Satan's work by holding people back from those truths.

One could certainly argue that they bring people to a knowledge of some truths, but that does not absolve their overall effect on exaltation.

Some will argue that the church of the Devil is merely the body of erroneous beliefs. This is incorrect. Such a body of beliefs must have a structure in order to be delivered in the fashion they are, just like the true Church has a similar structure (Ephesians 4:11-14). The church of the Devil has it's own false prophets and teachers.
