Of course, beauty is in the eye of the beholder. A righteous woman is, indeed, beautiful to God.
Unfortunately, a lot of 19 year old boys don't view beauty from the inside.
I think that there needs to be more emphasis on this. I think that young women do have a responsibility to be clean and well-groomed. But not everyone can look like Keira Knightley or Natalie Portman.

So, yeah, this does appear to be a belief of the church and some of its members. I was dumbfounded when I heard it because of the implications you mention. It is a very stupid teaching.

Result: Men who do not serve missions are lower in the pecking order.
And heaven forbid that a BIC male marry a convert female. Good God, the universe will simply fold in on itself!
Doctrine: Wives are told they will not have exhaltation unless they marry in the temple, and their husbands stay faithful.
Result: Men with subsequent faith issues after marriage often lose their marriages. Or they reluctantly stay active.
Try that the other way around and let me know how it goes.
This is all fueled by the desire for the organization to grow, regardless of the needs of individuals.
This organization doesn't care diddly about the needs of the members. Members have no needs separate from the needs of the organization. And we're reminded of that every 6 months, when there is no updated financial report.
