If true (and you haven't sourced your data), this conflates users of drugs with dealers, who are not by any means always the same people. It also tells us nothing regarding 14% of what? 14% of all American drug users? 14% of black drug users? Who? If blacks, at just over 12% of the population, are responsible for 14% of all drug use, would you say there might be a problem here?

In fact, the presence of blacks in prison across the board represents very closely the vastly disproportionate rates at which they commit crimes (blacks commit 52% of all homicides in the nation, at a bit over 12% of the population, actually somewhat, as I recall, over their proportionate representation in the prison system).

Drug use rates among blacks and whites in America are approximately the same. Yet a huge majority of people in jail for non-violent drug use charges are black. How does your theory of "disproportionate social pathology" square with that data?
