Distance is not the only factor considered reasonable in terms of who should or should not be able to study seminary via the online program.

Here's something official that you can shove up your Bishops nostril use to make your point.

After receiving significant and positive results from pilot testing of online seminary, the Church Board of Education has approved the phased implementation of this program. Online seminary is a new addition to the existing daily, released-time, and home-study seminary classes. Online seminary is not intended to replace established daily or released-time classes. Preference should be given to classes where students meet daily face-to-face. Online seminary will be made available in areas that consist mostly of stake seminary programs (not released-time areas).

Online seminary classes should be considered in situations where students cannot meet each weekday because of distance or other limiting factors. Priesthood leaders should consider the number of students available and the distance students must travel, as well as security, availability of technology, and local economic conditions. Online seminary is preferred to home-study classes when students and teachers have daily access to a computer with a high-speed Internet connection.

Priesthood leaders should talk with their local Seminaries and Institutes (S&I) coordinator regarding the availability of online classes in their area. Only a limited number of classes will be available in areas just beginning phased implementation. If an area is participating in the phased implementation, the decision of whether or not to offer an online seminary class and who may participate in the class will be determined locally by priesthood leaders in counsel with S&I coordinators.

Students complete online assignments on four days of each week. Additionally, the teacher and all students meet together for one class each week. If it is not possible to physically meet face-to-face, approved web conferencing tools should be used for the class to meet together. The initial classes will be available only in English.

Did you get a new calling yet?

Yes, but it was a bluff that i called. Coincidently after my release my family and I traveled (due to my new lack of responsibility) and were absent from the ward. I believe the bishopric was "concerned" and a counselor requested the usual "meeting". I refrained from any RSVP and merely showed up for the meeting and was extended the calling...but with a never-before-offered "you can accept, take time to consider, or reject this calling".
During this same meeting I also conveyed my struggle with sustaining a SP that handled my daughter's seminary request with such blatant insincerity and deception.

Did you follow through with your object lesson for the bishop?

I have not seen nor heard from the Bishop since my release.

What's going on with seminary?

Based upon righteous principle and by the teachings of the Church my daughter, according to my direction, has not attended seminary since the SP denied her petition.

I believe...
...the more stories like this are posted in various forums and places on the Internet, the greater the chance that regular every-day chapel members will see and read them.

...as more members read these stories and understand that there are parts of the vineyard where the fruit is rotten, they themselves will be embolden to challenge the Church when it abuses them.

...when regular believing members start to push back, in large numbers, there is a chance that the Church will begin to change. Hardliners will be softened, and ministering to the members will increase.

These are all good things in my opinion.
