what is the point of OP? is there some sort of yet-to-be-revealed cost comparison?
Is not AF1 a military aircraft? thus under a whole different budget than the budget associated with the shutdown?

Trump's argument has nothing to do with military costs and everything to do with his hypocritical notion that she should be trying to work a deal instead of hopping around the world.
Never mind the fact that she isn't going on vacation, she's simply doing her job, visiting the troops and meeting with NATO officials. Can't stop doing your job just because there is an orange clown throwing a tantrum.
Also, Trump visited the troops during the shutdown, hence the hypocrisy.
Pelosi's spox is claiming that after Trump revoked use of military aircraft for the Congressional delegation to Afghanistan, they were going to fly commercial until Trump's state department leaked the details of that. The spox claims this led to a heightened security risk assessment that forced them to abandon the trip.
I suspect the trip itself was a PR stunt given the infamy of Trump not visiting troops in combat zones, but what a tool.

I'm sure you're right on the PR part but if the details are true Trump comes out of this smelling even worse (even if this is just a minor blip on this news cycle). For a guy in desperate need of a win he sure is shooting at his own feet a lot.

It's even more amazing when you consider that the straight media is so primed to turn politics into an equal-sided sporting contest that whenever Trump manages more than a few days of not falling into a toilet they praise him like he is a God-emperor in order to balance the scales. His level of incompetence is breathtaking.
All Trump has to do is read a normal speech off a teleprompter with all the skill of a hostage who hasn't slept in days and pundits will saturate the airwaves with choruses of praise. Instead, Trump opts for non-stop dunking on himself.
