Yes. It was dropped by the child of an illegal family as they were being loaded into an ICE van, and Trump is fretting over someone needing to come pick it up and toss it, because it’s icky.

The propaganda spiel I have heard is that people who try to cross the border with children are irresponsibly endangering the children. The wall is suppose to protect the children from their parents irresponsibility. In the picture Trump is expressing his deep compassion for the children.

... and showing about as much action as he’s willing to commit to their plight - i.e., merely pretending to care.
That’ll be all that’s required to assuage the souls and conscience of many Christian Trump supporters, in much the same way that they want to believe Trump to be an actual member of their tribe.
