He tends to heap praise on Xi in general. One of his most consistent traits is his affection for authoritarian regimes. Beyond that, it's recently been uncovered that the Trump admin's response was in part motivated by a desire not to rankle China during trade deal negotiations because the Trump admin wanted to look like it won a tough deal with China and needed China's support in appearing tough. To win that, they caved to them behind the scenes.

The more substantial part of his China praise was that it was a central argument in him trying to downplay any threat to the US. "Don't worry, markets, the US will be fine. China's got this. Keep on as normal..."
After his admin badly screwed up the domestic response, there's been an effort to scapegoat China and the WHO to deflect blame from domestic failures in preparedness and response. And that's all this is. It's an effort to distract and deflect.
There's a lot that's frustrating about that, but what gets me most is that it cheapens the very real criticisms that China and WHO deserve by turning them into misleading political footballs.
