Populists can become the elite. Yet populist politicians (re)elected to office continue to use anti-elite appeals to delegitimize opponents, even after they have come to represent the very establishment they had attacked in the past.
You can’t have a better example of an elitist politician posing as a populist than the Former Guy.

Oh? The PoliSci and sociological view of populism is it lacks meaningful ideological identity. A "thin ideology" if you will. Globbing onto "thick" ideologies, such as socialism in the case of your chosen example, is part of it's form as an oppositional identity.
