Did you see full video footage of how this incident transpired or are you just going by a snapshot in time and then naïvely accepting whatever Twitter commentary you can find that feeds your biases? I saw the actual footage, and blaming the actions of a spooked horse on the police instead of the mob of morons who were crowding them, well that's just par for the course.
Word of advice to the mob of morons. When you see a bunch of horses coming around the corner, you make way, you don't hold your ground. Horses don't care about your feelings.

Some good came of this. Binger later posted a pic of this same ‘mobility device-assisted’ woman after the incident, and she was apparently quite ably standing up on her own two feet. Not only was she not trampled when she and the crowd shoved their way into the path of the horses, but she seems to have regained some additional mobility function afterwards. It’s a miracle!
Here is an interesting shot of the footage, and pay attention to the coward/idiot at the :58 second mark. He intentionally gets in front of the path of the horses while holding some woman in front of him for protection with one hand while recording on his cell phone with the other hand. Cops were doing everything they could to get around him.
