The church handbook is very clear that bishops and stake presidents must be sustained before being ordained.

President usually happens after death and with the succession well in order it hardly seems to await the next conference. At least going to Wikipedia and seeing when presidents of the church started the dates are not that close to conference. However usually the calling of apostles awaits the next conference. Though Holland was called in June by Hunter. Then you have to go back Ashton in 1971 to get another clearly not at conference calling.
