New Garments Styles (if you live in Africa)
The church now has new garment styles that you can order if you live in Africa, maybe some other hot climates. Perhaps the rest of the world will get them. It is hard to find one source with all the images, so I'll link to this reddit post that has the women's, apparently the men's in similar, though maybe being even more tank top like if reports can be believed.

Perhaps Oaks temporary commandments relate to the garments, not that the church is following the world, just Jesus thinks we might be able to handle a bit of shoulder. I can't begin to comprehend the problems garments have caused some women, from modesty issues to health issues. Still good on this Redditor for compiling some of the places that having sleeves was considered integral to being a modest Mormon woman.

Everything in the Church is (eventually) fungible. Including the stated standards for modesty. Members just have to wait since the Church is always lagging fifty years behind society.

First Presidency authorizes redesigned temple garments for members in hot, humid areas
The Church of Jesus Christ of Latter-day Saints is testing redesigned options for sacred temple garments worn by members residing in hot, humid areas.
“Devout Latter-day Saints cherish the privilege of wearing the temple garment. Some of those members live in hot and humid areas,” said Church spokesman Doug Andersen in a statement released Thursday, Oct. 17.
“The First Presidency has authorized changes in the garment to bless those members and others who might benefit from the changes. Beyond this, the Church does not comment on temple matters considered to be sacred.”

per Reddit they are coming in a year to the US. I think they realized the testing is pointless, members want them now. So to cut off members in Africa from creating a reselling business they are making it official that they will come, even if it is a year away.
