I may be understanding what is actually happening, but it seems to me that Trump is cutting costs centrally, and then leaving the states to fund and organise education themselves. Have I got that right?

He will let the States fund their programs and decide how and what they will teach. No odious history providing set outcomes for the Civil War or physics formulas that do not honor God.
