Fraud is the deliberate doing of acts which are designed to obtain a wrong advantage by deception. You have to prove intention to prove fraud: it is not enough to show that something irregular happened that meant that a vote was allowed or disallowed that should not have been. Proving fraud is a considerably higher bar than simply proving that irregularities took place.

There is a distinction between fraud and voter suppression. The latter has been a tactic of the right for decades now. And the post office issue came to light because Trump's head of the post office put out a warning that the post office wouldn’t be able to deliver the ballots. Trump refused to take any action. And because of changes made by Trump's guy, including removal of mailboxes and dismantling of sorting machines, mail delivery was getting worse. Kneecapping is a pretty good term to describe what the administration did. But it’s not fraud.
