Can you imagine the caterwauling coming from the Right had Obama done this?

As you can see the bulk of the job losses came within the first month well before any government restrictions were enforced. And the recovery rate from each state seems to be basically the same.
Then you shouldn't have any problem making the bailout money a state rather than federal issue. Just tax the rich in California, New York, and I guess Georgia as well and you'll do fine.
These people have already paid their taxes into the system and those tax dollars should be used for emergencies such as this. New Yorkers and Californians pay far more than you and your inbred family in West Virginia. But you just said Florida should implement a state tax on people for simply living in a hurricane-prone region. Think about that.

He did once. Because there wasn't enough money in the bill.

Than they should have plenty of money in their state government budgets to pay for this emergency without getting on the federal dole.

But you just said Florida should implement a state tax on people for simply living in a hurricane-prone region. Think about that.
I didn't say anything about a state tax in Florida or Louisiana for that matter. People get to choose whether or not to purchase flood or hurricane insurance.
That's called freedom. Those who choose not to purchase the insurance are not the responsibility of the federal, state, or any government. That's called personal responsibility. That's not something people in New York or California vote for. And that's fine. They can tax the rich in their own state to pay for people who choose not to purchase hurricane or fire insurance. That's called state's rights. Your efforts to bring the entire country under one socialist/communist bureaucracy and abolish personal choice against the will of a tyrannical majority is unconstitutional. You're worse than the Soviet Union ever could have been.
And when the Confederates saw Jackson standing fearless like a stonewall, the army of Northern Virginia took courage and drove the federal army off their land.

Icarus mentioned an example of where it would make perfect sense for the federal government to step in with both restrictions, and economic help for individual states. Imagine we could go back in time, shutdown NYC and quarantine it during the first days of the virus to prevent it from spreading not just within NYC, but to the rest of the country. Within NYC opinions could be very divided. Since any given person's odds are very good for surviving it, many within New York would be viciously opposed to these measures. The city as a whole might not favor the idea because of the disproportional cost to them and the disproportional benefit to other states. Other states would be "free riding" off the sacrifice of New York. These sorts of market failures are perfect examples of where it makes sense for big government to step in. Big gov steps in with a firm hand and locks down New York. But then, Big gov opens the checkbook and covers the cost of resuscitating.

I guarantee you that every inbred red state out there sucking on a straw of hay would jump at the chance to share the cost of quarantining New York, splitting the bill 50 ways, to prevent their state from ever having to deal with the mess. They would jump at the chance with the hindsight they have now.

You, Ajax, are so delusional that you still might protest, but understand that it's the inbred red states who are helping us lose the war with China more than any other factor. The inability of a large nation like ours to coordinate in the presence of malincentives for individual people and also individual cities and states, makes us a sitting duck should China ever wish to engage in biological warfare with us. You, Ajax, represent the conquest of the United States by China.
