Let me break it down for you.
When dealing with a country that has a nuclear weapon, let alone 14,000 of them, military intervention is OFF THE TABLE.
The only option is to hit them with sanctions which is what Biden is doing. He is quite literally doing EVERYTHING a responsible leader can do.
This B.S. about "perceived weakness" is just empty rhetoric, as any grown adult with a functioning brain knows there is nothing "intimidating" about Trump and there is NOTHING Trump could have done militarily to "stop Putin."
Indeed. No US President has the capacity to scare somebody like Putin by simply going on TV and ranting under circumstances like the present. There no credible threat that can be made, apart from the sanctions that Biden is joining other western leaders in putting in place.
Putin knows very well that so long as he does not attack a country that is a member of NATO, no western country is going to take the risk of attacking Russia, which is a nuclear armed power. And if Putin does attack a NATO member country, a US President is bound by the following article of the
North Atlantic Treaty:
Article 5
The Parties agree that an armed attack against one or more of them in Europe or North America shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defence recognised by Article 51 of the Charter of the United Nations, will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the North Atlantic area.
The only time when that article has been triggered was when the US was attacked on 9/11, and other member countries came to the aid of the US, as they were bound to do - which is why the UK sent troops to Afghanistan when the US went in.
So the situation of a US president does not leave them much choice:
1. If a non-NATO country is attacked by Russia, which is a nuclear power, no rational president could choose to begin military action.
2. If a NATO country is attacked, the President has no choice about acting to assist them militarily. He has to.
