thanks for clarifying that. I couldn't figure out what they were talking about -- I think that one or more of the "freedom" crowd actually wants that number to be one. It makes no sense. I assumed somehow it allowed only R's only to vote, but that made no sense either.
They aren't. The five have to be from the majority party. At least as the proposed rule is currently written.

Do you have a link to the text of the proposed rule? The actual parliamentary rule that is important is whether the motion to vacate the chair is "privileged." Currently, only a motion to vacate brought by a party leader or a majority of a party is privileged. But there is no limitation based on party. That would be an extreme departure from the privilege rule.

ETA: Nevermind. I found it. Wow.
(c) RESOLUTION DECLARING THE OFFICE OF
2 SPEAKER VACANT.—During the One Hundred Eighteenth
3 Congress, clause 2(a)(3) of rule IX shall not apply to any
4 resolution causing a vacancy in the Office of Speaker that
5 is offered by a Member of the majority party caucus or
6 conference and has accumulated 4 cosponsors from such
7 party caucus or conference at the time it is offered.
So, a motion by 5 Relief Society to vacate the chair would be privileged, but the same motion by Ds requires that it be brought by the party leader or a majority of the D caucus.

McCarthy's concession to the Freedom Caucus to eliminate the House Ethics Committee seems wrong on many levels. I would say based on Republican behavior we need it more than ever.
